Internet Explorer shows different fields?

For some reason (and I've never seen this with FoxyCart before), my client's new store is asking for different questions in IE with a bug telling them "no payment required".
This is a weird one. Any ideas?

From what I can see, I don't have jQuery in my checkout template at all

There may have been some conflicting CSS in there. I'm testing now but this may be resolved. I'll report back when I know more.
