IE 8 problems

I just got off the phone with a customer who had problems with the checkout page on IE 8. I had her use Firefox without any problems but I thought it was necessary to tell you about her issues.
1) one continue text link and two continue buttons appeared right under Step 1's create or use an account.
2) Under step 4, an "issue number" field appeared - what's that? and a phrase, "No Payment Needed".
She ignored (2) and clicked the Confirm Transaction button, and nothing happened!

Everything worked fine in Firefox. What is going on? Something I need to correct? By the way, I have screen shots.

    I think you have some code issues in your template. The very first style block has a starting comment, but it doesn't end - so it breaks the rest of the template as the style block never actually closes. Try either removing the
    , or closing it off. This is the code I'm referring to:

    To clarify, like Adam said, this definitely sounds like a javascript error. The different browsers have different js engines, so sometimes they error on different things, but cleaning that up should fix the problems. Let us know if you need help.
