UPS and shipping rates calculation to determine whether an address is real or not

This morning I got feedback from a client using Foxycart and this was their question (they're using Foxycart 1.1 on their site by the way):
I notice that there is postal code and state validation of some sort on the website, not sure if it is the UPS API, however I see the street address is not part of that validation process. UPS has a street level API that can assist in validating the address down to the street level. This will greatly reduce the charge backs the client is currently receiving regarding bad addresses.
Not sure how to respond to that question in regards to whether the UPS API checks to confirm that an actual address is real. Does upgrading to 2.0 resolve this issue?
