I have spent 10 months setting up a store for a local Franchise Hardware store then the group. I have used SiteGrinder 3,2 and then 3,5. I have 500 items setup in categorized galleries, which are all working fine.
Today I linked in to Foxycart, but 1st problem; Paypal error-ed on test because it doesn't accept South African Rand. 2nd Problem; I cannot find a South African payment gateway which is available in Foxycart.
Is there any advise for me

We'll ask around and let you know what we find out. Are there other South African gateways that would work for you? If you can recommend one, we can look into how difficult the integration would be. If it supports Authorize.net emulation, we may be able to help you out pretty quickly. The time consuming part with most gateway integrations is getting the test account information setup.
PayPal was my 1st choice, but after realizing that my pricing would have to be in $ and the rates fluctuate so regularly, this would scare SA customers away. I have spent time looking up options:

https://www.payfast.co.za/ - probably offers the most but a little expensive (our margins are low)
http://mygate.co.za/ - only found these guys recently, costs and services seem great
http://www.netcash.co.za/site/home/index.asp - don't know much but they cover the bases would (use payport for eft and direct for credit cards)
http://groups.drupal.org/node/13319 is a old write-up from a drupal group, outlining these and other SA gateways
Authorize.net use partners for SA market (whatever that means)
At this stage I am prepared to get an receipt or PO and give banking details, this project has gone on for to long and my partner at the hardware like me is getting nervous

Is their any progress on this one, I want to go live on the shopping cart asap. My site is live and we want to run partner specials. Should you require me to contact any of the gateways and get information to help the process? How long would this take?
I thought you were going to go with a purchase order solution. We generally try to implement gateways based on the priority voted by our users here: http://requests.foxycart.com/forums/4163-payment-gateways
I can talk with or team and see if we have any other options.
Technically I know very little about Foxycart, I am unable to use all your advanced API features. I am battling with shipping and cache-ing, which I will try again today. Once these issues are fixed we will go activate and setup PO. The PO only, is Ok for the short term but not good enough for the future. To compete with local opposition, we need to process visa & MasterCard, credit and debit cards with EFT. Are there any gateways that can do this in SA Rands? Would you be prepared to setup one?
I don't expect you to spend lots of time as there will be little call for this until Foxycart gets well know inside South Africa. We believe there would be support here as there must be many companies in the situation like us, not wanting to get a specialist in to write one at a high cost. We have a very good relationship with Afrihost our service provider and would be happy to help where ever we can.
I have initiated a query with Authorize.net regarding South African Partners, to speed up the process, I will keep you posted...
I have had word from Authorize.net that their parent company Cybersource deals with South Africa. I see you also have them as a gateway. Its to soon for a halleluyah but tthings are looking more promissing. I need to forward you emails and screenshots, is there an email that I could use?

I was wondering if you have progressed any further with setting up a gateway for SA. I am currently designing and and building a site for a client who is also keen to implement an e-commerce function on their site. I am using Perch CMS, which recommends FoxyCart, and would love to be able to offer this to my client.

Foxycart seems such a great product but because SA has rellatively small numbers its seems this is going to be the make or break of the shopping cart.
I have emailed a request to Cybersource, twice, but I have had no confirmation yet. As I have loaded a whole range of specials on our store, I must get the cart gateway sorted out this week. I am also going to change my approach this week, and call local gateways and see if they call assist in the integration

Check back tomorrow and we'll hopefully have some good news for you. Do you know how long their process is for getting a merchant account setup? Once we integrate the code, you'll still need a PayGate account. If you haven't already, you might want to start that process. For some merchant accounts it unfortunately takes a long time.
I have emailed PayGate with that question and mentioned to them about the 3D secure. We'll see if that gets any response from their developers.
Also worth noting, our gateway engineer noticed a few different occasions where their service appeared to be down for an extended period of time. I'm not saying that's a future indication of what to expect, it's just something we noticed during development and figured you'd want to know.
